TO THE LOT OWNERS OF KING'S COLONY SUBDIVISION

Congratulations! On March 4, 2004, at the Annual Meeting of The New King's Colony Property Owners Association, Inc. a new board of directors was elected by a landslide. The new board members are experienced in land development; are much more aggressive in accomplishing results; are committed to revitalizing the subdivision and committed to accomplishing this goal without raising assessments. The following individuals are your new board:

The official minutes of the Annual Meeting will be posted on The New King's Colony website when the outgoing secretary, Marie Nguyen provides them to the new board. The following is a summary of the information presented by the outgoing board at the Annual Meeting:

2003 Financial Statements (Income and Expenses and Balance Sheet.) These reports indicate that lot owners paid $112, 595. in maintenance fees (1251 lots paid). This is the income for 2003.

These reports indicate that the outgoing board spent $63,883 in 2003. $27,334 was spent with Planned Community Management, Inc. ($17,897 was spent to send out the yearly assessment bills and $9,437 was spent on accounting for the few checks written by the board). Only $2180.00 was spent on the subdivision (to fill a few pot holes) and $1438 for "No Trespassing" signs.

A report was presented by Vogt Engineering L.P. as a result of the board hiring this firm to do a site visit and report back on the road conditions. They presented pictures of culverts and roads in need of repair. The Association paid more than $10,000 for this report. Your new board does not need pictures to know what needs to be repaired in order to get Montgomery County to take over maintenance of the roads.

During the last few months, the outgoing board spent more than $17,000 with two law firms to prevent CF Investments from having access to the accounting records and lot owners list. Access to both sets of records is required by the bylaws and by Texas statute. CF Investments ultimately obtained access to these records two weeks before the Annual Meeting.

The association bank account has been seriously depleted by these expenditures, which may require us to defer some work which could have been done in 2004; but your new board has no current intention of increasing assessments to replace funding used for unnecessary legal counsel and administrative purposes.

Now for the Good News:

Your new board has already taken steps to limit access to all but the main entrance to the subdivision. Cost will be minimal.

Our first initiative is putting a dumpster on site during the week of 3/15/2004, continue cleaning the streets of the subdivision, removing trash, install one or two low water drains during the week of 3/24/2004, repair the large culvert on E. Cambridge Blvd. in the next two months, in order to prevent further deterioration and generally do what is needed to prevent further damage to lots, roads and drainage facilities.

Kenneth Hayden, one of our security officers arranged to remove 300 to 400 tires from the subdivision at no cost. Gary Forester and his crew during the week of 3/8/2004 picked up more than 1300 tires that had been dumped in the subdivision. Pictures of the tires and the results of cleaning can been seen on this website. The board intends to increase hours worked by the security officers until facilities are installed to more effectively limit access to the subdivision by unauthorized people.
